I recommend a seperate window for Trade / Looking For Party requests.
I shall simply throw this idea out into the open, if I had not overlooked a similar topic while searching. The concept is simple. Create a new in-game window with the following four (or two) tabs: buying and selling; and Looking for Party and Party in need of Members. Requests will be placed as a post would be in a bulletin, or maybe even as a temporary forum (One thread per player). This window will allow players to post in-game trade requests within their current district, replacing the faulty trade channel. Players will also have less difficulty finding or forming a party for quests. This may efficiently eliminate the common dialogue spam by making it unneccessary to continuously repeat requests to grab the attention of people as they join a district. This will also be a grand addition alongside an auction hall. People will flock to the Hall, yet not find difficulty holding normal dialogue.
If I did not overlook a topic outlining this exact idea, then I am surprised that it had not been recommended. If it has been suggested, however, then I am terribly sorry. I did do a few searches, and I just see everyone saying "Filter WTS" and "Auction hall! Auction hall!!"
